Bosley, the Scottish Terrier dog at the centre of a scandal, was caught on camera last Friday in the basement of Congress' Rayburn Building. He and his Jack Russell companion, Nigel, were being walked by their congressman owner, Ed Whitfield, who told reporters his wife was away. Presumably, she normally walks the dogs -- outside.
